The Difference Between Conservatives and Liberals

Conservatives are upset with George Soros for making money by shorting America last year. Liberals are upset with Dubya Bush for instituting policies which enabled George Soros to make money by shorting America last year.

How did he make his money and what policies did Bush institute that allowed him to make money?
